William was born Nov. 15, 1915 in Glendale, Ohio, son of Rhoda Van Nes Allen and Stanley Woodruff Allen. The chimes at Christ Church Glendale were first rung to announce his birth. He graduated from Kenyon College. He was founder and president of The Allen Company in Blanchester, Ohio, and served on the board of Bethesda Hospital and on the Glendale Council and was warden of Christ Church Glendale and president of the Glendale Lyceum.
He served in the U.S. Army Air Corp and ferried planes both to England and to the Pacific during World War II. It was during this time that he met and married Adaline Heiskell in Memphis, Tenn. They had been married for 65 years when she died in 2009.
After the war, they made their home in Glendale. They retired to Sanibel, Fla., in 1976 but kept the home in Glendale and resided there during the summer months. They were members of Beachview Golf Club on Sanibel and supporters of the Sanibel-Captiva Conservation Foundation.

William and Adaline had four daughters: Adaline Shinkle, Rhoda Brooks, Ruth Darlington and Margaret Cartwright Allen; and 7 grandchildren: John Rodgers Brooks, Evelyn Allen Brooks, Whitney Shinkle, Brian Shinkle, William Budde, Alan Thompsen Budde, and Frederick Budde.
